Manufacturing continues to be a large and vital part of the United States economy.   Unfortunately, manufacturing and processing operations can generate air pollution such as volatile organic compounds (VOCs) and hazardous air pollutants (HAPs). These hydrocarbons are necessary components for industries such as printing, painting, or coating.  VOCs are also emitted from many processing facilities in the manufacture of chemicals, pharmaceuticals, and foods, among others. In high enough concentrations, the pollutants produced by stationary sources can cause severe health problems in humans and wildlife, environmental degradation and contaminated air and water supplies.

While overall emissions of air toxics have declined significantly following the 1990 Clean Air Act amendments, substantial quantities of toxic pollutants continue to be released into the air. For many manufacturing companies, a properly functioning air pollution control system is effectively a “permit to operate” their facilities. These control systems enable the manufacturer to be compliant with Environmental Protection Agency (EPA) standards designed to help mitigate the effect which manufacturing has on the atmosphere, the environment, and human life. EPA compliance requirements and working within the limits of operating permits can add additional complication.
